Het pact bracht niet de stabiliteit waarop Eden hoopte. Voor Nasser was het de ultieme bedreiging van zijn positie als hoeder van het Arabisch nationalisme. Het pact vertegenwoordigde voor hem een koloniale verdeel-en-heerspolitiek waarbij Irak, Egyptes rivaal in de regio, door Groot-Brittannië werd opgebouwd ten koste van Egypte. Om het pact te ondermijnen, greep Nasser naar het enige middel dat voorhanden was: hij startte een rabiate propagandacampagne tegen het Bagdadpact en "the stooges of imperialism". Nassers pogingen zouden uiteindelijk succesvol zijn. Het pact werd niet verder uitgebreid ondanks ouvertures van Irak richting Syrië, Libanon en Jordanië. Alleen Iran, Pakistan, Turkije en Groot-Brittannië werden lid.
