nadelige beïnvloeding van mens of milieu door gebruik te maken van de best beschikbare
technieken die geen overmatig hoge kosten met zich meebrengen (BATNEEC).
De 4 saneringsplichtige verontreinigingen dienen gesaneerd te worden omdat ze uit puur product
bestaan, waarvoor een beleidsmatige saneringsplicht geldt. Als saneringsdoelstelling wordt
bijgevolg het verwijderen van het puur product vooropgesteld.
4.8.2 Activiteiten die de sanering kunnen hinderen
De Site is in volle activiteit. Ingrijpende saneringstechnieken zouden de activiteiten deels of
volledig hinderen.
Op de figuren in Bijlage H wordt de locatie van de 4 drijflagen weergegeven. Verontreiniging 1
bevindt zich voor meer dan 90% onder het noordelijk gelegen tankenpark. Verontreiniging 3
bevindt zich volledig onder de bedrijfsweg naar het noordelijke tankenpark. Verontreiniging 4 ligt
bijna volledig onder de waterzuivering op het zuidelijke terreindeel. Verontreiniging 6 ligt bijna
volledig onder het tankenpark dat deel uitmaakt van de smeermiddelenfabriek op het zuidelijke
terreindeel. Deze structuren kunnen niet verwijderd worden, zonder de bedrijfsactiviteiten voor
lange tijd stil te leggen.
4.8.3 Toekomstplannen: bouwprojecten, specifieke activiteiten, ontwikkelingsplannen
BP is niet van plan om de bedrijfsactiviteiten stop te zetten op de Site te Antwerpen. De huidige
milieuvergunning loopt tot 2016, maar zal vernieuwd worden, de huidige concessie-overeenkomst
loopt nog tot 2035.
4.8.4 Aanwezige structuren die al dan niet kunnen worden verwijderd

4.8.5 Stabiliteitsmaatregelen en zettingsberekeningen

Er zijn geen kelders aanwezig.

Binnen de kernzones zijn productleidingen en drainagebuizen aanwezig.
4.8.8 Omgevingsgevoeligheid voor geluidshinder, geuremissies
In de onmiddellijke omgeving bevinden zich geen omwonenden. De Site is gelegen in een
industriegebied, waardoor bepaalde geluidsniveau’s toelaatbaar zijn. Een mogelijk sanering zal
allicht geen extra geluidshinder veroorzaken.
De te saneren verontreiniging bestaat deels uit vluchtige componenten. Eventueel dienen
specifieke maatregelen overwogen te worden om te voldoen aan de van toepassing zijnde
luchtemissienormen.
4.8.9 Nabijheid oppervlaktewater en lozingspunten in de omgeving

De Schelde grenst aan de noordelijke zijde van de Site. Het effluentwater van de
waterzuiveringsinstallatie die op de Site aanwezig is, wordt geloosd op een beek ten zuidoosten
van de Site. Bij een eventuele sanering kan gezuiverd water op hetzelfde lozingspunt worden
geloosd.
4.8.10 Toegankelijkheid terrein
De Site is voor vrachtwagens en personenwagens toegankelijk via de Benzineweg. Ook kan
eventueel transport geregeld worden via boten over de Schelde.
4.8.11 Grondwaterwinningen in de omgeving en eventuele te verwachten hinder
Binnen een straal van 1 km bevindt zich volgens de website DOV Vlaanderen geen enkele
grondwaterwinning. Er wordt dan ook niet verwacht dat deze een invloed kunnen hebben op een
eventuele sanering.
4.8.12 Andere grondwaterverontreinigingen in de omgeving of op de locatie zelf
Rondom de Site bevinden en bevonden zich nog andere risico-activiteiten die gelijkaardige
verontreinigingen kunnen hebben veroorzaakt in de ondergrond. Bij het overgaan tot een
eventuele sanering waarbij bemaald dient te worden, dienen bodemonderzoeken van naburige
percelen geraadpleegd worden.
4.8.13 Biologische degradatie parameters
Hierover zijn geen gegevens bekend.
Gezien de te saneren verontreinigingen uit puur product bestaan, is biologische degradatie als
saneringstechniek geen optie.
4.8.14 Reinigbaarheid van de grond
Gezien de grond enkel verontreinigd is met minerale olie producten wordt er van uit gegaan dat
deze biologisch, fysico-chemisch of thermisch kan gereinigd worden, afhankelijk van de
concentratie en de aanwezige fracties minerale olie. Eventueel verwijderde drijflaag kan apart
afgevoerd worden, maar dient allicht te worden verbrand.
4.8.15 Parameters voor grondwateronttrekking en grondwaterzuivering
Een actieve onttrekking van het grondwater is momenteel onmogelijk, aangezien dit zou kunnen
leiden tot ontoelaatbare zettingen van de aanwezige oude tanks.
